Guam's Climate Action Plan

Climate Pollution Reduction Grant

The UOG Center for Island Sustainability and Sea Grant through the Office of Governor and the Climate Change Resilience Commission has received funding from the U.S. Environmental Protection Agency’s Climate Pollution Reduction Grant (CPRG) Program to support the development and expansion of a climate action plan and the implementation of investment ready policies, programs, and projects to reduce greenhouse gas pollution in the near term for Guam. The results of this funding will be a Priority Climate Action Plan (PCAP) and a Comprehensive Climate Action Plan (CCAP).

 

 

Priority Climate Action Plan (PCAP)

The PCAP will comprise a greenhouse gas inventory of priority sectors in Guam, quantified greenhouse gas reduction measures, a benefits analysis of reduction measures, and a review of authority to implement reduction measures. The PCAP will be due April 1, 2024 for territories and tribes, and will be made public to the community once completed.

 

 

The quantified greenhouse gas reduction measures outlined within the PCAP will allow implementing authorities to apply for the CPRG Implementation Grant. Funding applications for the General Competition are due April 1, 2024. Funding applications for the Tribes and Territories Competition are due May 1, 2024.

 

Comprehensive Climate Action Plan (CCAP)

The CCAP will incorporate and expand on elements that already exist in the PCAP with the addition of near-term and long-term projections of greenhouse gas emissions, near-term and long-term emission reduction targets, an identification of other funding available to carry out the objectives of the CCAP, and a workforce planning analysis. The CCAP will be due at the end of the grant period in 2027.

 

 

CPRG Planning Initiative

The UOG Center for Island Sustainability and Sea Grant with the Governor’s Climate Change Resilience Commission have convened a Climate Action Plan Working Group that includes various government agencies that cover multiple sectors in Guam: energy, infrastructure, planning, waste, water, and agricultural/forestry. Members of this working group will assist in the creation of these two important documents for Guam.
