Initiated as a personal project in the 2026 Energy Leadership Accelerator program from the Alaska Center for Energy & Power, the Guam Energy Education Repository or (G.E.E.R.) is a digital library aiming to gather documents and resources about Guam’s energy transition from cross-cutting local and federal agencies and organizations.

BOEM

Bureau of Ocean Energy Management
This is a federal agency within the U.S. Department of the Interior. It is responsible for managing the responsible development of America’s offshore energy, mineral, and geological resources in federal waters.

*As of July 10, 2026, BOEM is combined with BSEE, or the Bureau of Safety and Environmental Enforcement, establishing the Marine Minerals Administration (MMA) through Secretarial Order 3451. This reorganization consolidated offshore resource planning, leasing, permitting, inspections, safety enforcement, and environmental oversight while preserving the agencies’ existing statutory authorities and regulations.
BPA

Blue Planet Alliance
This is a 501 (c)(3) organization established in 2020 by visionary entrepreneur and leading climate change solutions advocate Henk Rogers. Its mission is to empower islands and countries worldwide to transition to 100% renewable energy by 2045 through legally binding legislative mandates.
UOG CIS & Sea Grant

University of Guam Center for Island Sustainability & Sea Grant
At the University of Guam Center for Island Sustainability & Sea Grant (UOG CIS & Sea Grant), we define sustainability as the balance between meeting current needs and safeguarding the resources of future generations. Established in 2009, UOS CIS & Sea Grant is the region’s leading institution for supporting the transition toward a sustainable, self-reliant, and prosperous island community.
GEO

Guam Energy Office
A small line of agency within the Executive Branch of the Government of Guam. Established since 1974, this office continues to exist by Executive Orders and with mostly federal dollars from the US Department of Energy to operate and implement grant activities including addressing local initiatives
GPA

Guam Power Authority
Established in May 1968 by the Guam Power Authority Act of 1968, GPA is the sole provider of electric utility services on the island of Guam. It’s a public corporation and an enterprise fund of the Government of Guam. GPA is governed by a board known as the Consolidated Commission on Utilities (CCU) consisting of five elected commissioners.

National Renewable Energy Laboratory
(National Lab of the Rockies)
Formerly known as the National Renewable Energy Laboratory, NLR is the U.S. Department of Energy’s primary national laboratory for critical minerals, energy innovation, and energy security. It strives to achieve their vision of an affordable and secure energy future through its mission: leading research, innovation, and strategic partnerships to deliver solutions for an affordable and secure energy future.

U.S. Department of Energy
The United States Department of Energy (DOE) is a federal executive department responsible for advancing U.S. national security, energy production, and economic growth. It oversees the nation’s nuclear weapons stockpile, manages a vast network of national laboratories, and drives scientific research, energy efficiency, and environmental cleanup.
US EIA

U.S. Energy Information Administration
The United States Energy Information Administration (EIA) is the statistical and analytical agency within the U.S. Department of Energy. It serves as the nation’s premier source for impartial energy data, covering production, stocks, demand, imports, exports, and prices across petroleum, natural gas, coal, renewables, and nuclear energy.
Guam EPSCoR

Guam Established Program to Stimulate Competitive Research
This is a research program housed at the University of Guam that builds the island’s capacity in STEM education and scientific infrastructure. Funded by the National Science Foundation, it drives economic diversification and focuses heavily on studying and preserving Micronesia’s coral reef ecosystems.
G3

Guam Green Growth
This initiative is a public-private partnership that develops tangible solutions to sustainability challenges and contributes to a green economy for the island region. In September 2019, Governor Lourdes A. Leon Guerrero and Lt. Governor Joshua F. Tenorio promulgated Executive Order 2019-23, creating an 80-member Working Group of government, academia, private sector, non-profit, and youth partners to transition Guam toward a sustainable future.
ETIPP

Energy Technology Innovation Partnership Project
This is a U.S. Department of Energy (DOE) program that provides technical assistance and funding to coastal, remote, and island communities to help them improve the reliability, affordability, and resilience of their energy systems.
ELA

Energy Leadership Accelerator
This is a multi-month professional development and networking program for local energy champions and leaders in remote, islanded, and underserved communities. It connects practitioners working on microgrids, renewable energy transitions, and energy infrastructure resilience.
US DOI

U.S. Department of the Interior
The U.S. Department of the Interior protects and manages the Nation’s natural resources and cultural heritage; provides scientific and other information about those resources; and honors its trust responsibilities or special commitments to American Indians, Alaska Natives, Native Hawaiians, and affiliated Island Communities
OIA

Office of Insular Affairs
This is a unit within the U.S. Department of the Interior that’s responsible for coordinating federal policy and distributing financial assistance to U.S. territories and freely associated states, with the goal of supporting effective government and honoring local history and culture.
ENERGY STAR

Energy Star
This is the government-backed symbol for energy efficiency. The blue ENERGY STAR label provides simple, credible, and unbiased information that consumers and businesses rely on to make well-informed decisions. It’s administered by the U.S. Environmental Protection Agency to deliver cost-saving energy efficiency solutions that protect the environment, improve air quality, and protect public health.

Pacific Northwest National Laboratory
This is one of the US Department of Energy national laboratories, managed by the Department of Energy’s Office of Science. The main campus of the laboratory is in Richland, Washington, with additional facilities around the country.

February 2019Comparative Report: Pacific Region Electricity BillsPrepared by the Utilities Regulatory Authority (URA) of Vanuatu, this report compares electricity prices and customer bills across Guam and other Pacific Island utilities. It provides a regional benchmark for understanding electricity costs and highlights how energy pricing differs among island communities.
January 2023GPA’s Fact SheetPrepared by the Guam Power Authority, this fact sheet breaks down the vision and mission of Guam’s sole utility provider through analyzing data and tracking their technical progress in their accomplishments and key strategies. This document also features GPA’s islandwide power system while depicting the next steps under the Clean Energy Master Plan leading to 100% renewable energy by 2040.

January 1984Alternate Energy Plan for Guam Act Prepared by the Guam Power Authority, this is one of Guam’s earliest energy planning laws and established the framework for developing an alternate energy plan and the Guam Energy Office’s role in energy planning. It's more historical than practical today, but it’s a great piece of legislative history.
April 2008Guam Public Law 29-62 (2008) - Renewable Portfolio Standard (Original RPS) Prepared by the 29th Guam Legislature, this is the law that started Guam’s Renewable Portfolio before it was strengthened by Bill 80-35 / Public Law 35-46. An Act to promote the development of renewable energy to offset costs of energy for electricity production related to dependency on oil imports. It requires the Guam Power Authority to establish renewable portfolio standard goals and provides the Public Utility Commission to study the feasibility of implementing a rate structure to encourage the use of renewable energy.
May 2010Guam Public Law 30-141 (Bill 320-20 (COR)) Prepared by the 30th Guam Legislature, this law is essential to rooftop solar on island. This policy expanded net metering by increasing system size limits, making it easier for homeowners and businesses to install renewable energy systems and connect them to GPA’s grid. This Act amended net metering and raised the system capacity limits to 25 kilowatts (kW) for residential systems and 100 kW for non-residential systems.
August 2013The Guam Energy Sustainability Act (Draft Proposal) Prepared by the Guam Energy Task Force, tis draft proposal outlines a legislative framework for advancing Guam’s long-term energy sustainability through coordinated planning, renewable energy, energy efficiency, and energy security. Although it was not adopted into law, it provides valuable insight into the ideas that helped shape Guam’s energy planning and future energy initiatives.
October 2019Guam Tropical Energy Code (Bill No. 413-35 (COR)) Prepared by the 35th Guam Legislature, this legislative document records the passage of Bill No. 413-35 (COR), which adopted the 2017 Guam Tropical Energy Code (GTEC) and updated Guam’s building energy code requirements. It documents the legislative intent behind establishing minimum energy efficiency standards to promote more sustainable, resilient, and energy-efficiency buildings across Guam.
December 2020Guam Public Law 35-46 (Bill 80-35) Prepared by the 35th Guam Legislature, this is Guam’s cornerstone clean energy law. It mandates that the Guam Power Authority (GPA) source 50% of its electricity from renewable sources by 2035, and transition to 100% renewable energy by 2045.
