Surrounded by one of the world’s most valuable natural resources, the University of Guam is working to transform the island’s ocean-based potential into sustainable economic opportunities through the University of Guam Blue Economy Innovation Center (UOG BIC). Facilitated by the UOG Center for Island Sustainability & Sea Grant (UOG CIS & Sea Grant), the initiative seeks to connect scientific research, entrepreneurship, workforce development, and community partnerships to strengthen Guam’s blue economy.
The blue economy encompasses the sustainable use of ocean and coastal resources to support economic growth, improve livelihoods, and preserve the health of marine ecosystems. For Guam and the broader Micronesian region, these resources represent opportunities to strengthen food security, create meaningful employment, encourage innovation, and reduce dependence on imported goods and services.
The UOG Blue Economy Innovation Center is envisioned as a collaborative hub where researchers, entrepreneurs, government agencies, industry partners, and community stakeholders can work together to advance ocean-based industries and technologies.
Building on the University of Guam’s expertise in marine science, environmental sustainability, and community engagement, the center will support efforts to translate scientific knowledge into practical applications that benefit island communities.
A major area of focus is sustainable aquaculture and fisheries development, including opportunities to strengthen local seafood production, improve aquaculture practices, and encourage innovation in marine food systems. These efforts can help address Guam’s food security challenges while creating pathways for local businesses and entrepreneurs to participate in emerging blue economy industries.
Beyond aquaculture, the center aims to encourage innovation in marine technology, sustainable resource management, ocean-related entrepreneurship, and other sectors that balance economic opportunity with environmental stewardship
An important component of the UOG BIC vision is developing the next generation of island innovators, scientists, entrepreneurs, and industry professionals.
Through partnerships with educational institutions, government agencies, and private-sector organizations, the center seeks to expand opportunities for workforce training, applied research, technical assistance, and hands-on learning.
These efforts are intended to help equip Guam’s residents with the knowledge and skills needed to participate in a growing ocean-based economy while supporting locally driven solutions to regional challenges.
The center also recognizes the importance of integrating traditional ecological knowledge and cultural connections to the ocean with modern science and innovation. For generations, the people of Guam and Micronesia have depended on marine resources for sustenance, cultural identity, and economic activity. Preserving these relationships is essential to developing a blue economy that reflects the region’s values and priorities.

Through the leadership and facilitation of UOG CIS & Sea Grant, the Blue Economy Innovation Center represents an opportunity to strengthen collaboration across research, education, industry, and community development.
By connecting scientific expertise with local knowledge and entrepreneurial ambition, the initiative aims to support new industries, strengthen existing marine-based livelihoods, and promote responsible use of the region’s ocean resources.
Ultimately, the University of Guam Blue Economy Innovation Center seeks to demonstrate that environmental sustainability and economic prosperity can advance together.
By investing in ocean innovation today, Guam can help build a more resilient, self-reliant, and prosperous island economy for generations to come.
